  • 2014 Northrop Local Government Boot Camp

    15 expense-paid fellowships* are available to qualified journalists! For the past twelve years, we have been educating early-career journalists on covering local and state governments in Pennsylvania. The John L.S. and William B. Northrop Boot Camp is a two-day, intensive training program that brings together journalists from across the state to focus on important topics such as legal issues at the local, county and state level; open meetings; understanding township and borough funding; school board functions; and tips for investigative researching.

  • Reporters’ Series: Public-Private Partnerships

    House Bill 1838 was introduced last year with the goal of creating more definitive guidelines for the use of Public-Private Partnerships (P3) agreements by municipalities and school districts. Using contracts between public authorities and private parties, P3 agreements can be used for building new sewer and water treatment facilities as well as school buildings. Often, taxpayer money can be saved. With bipartisan support, Rep. Eli Evankovich sponsored this legislation to amend Title 62 (Procurement). Many groups support the bill believing it provides more options and creative solutions for public infrastructure improvements which are often challenged by limited public funds.
